The Dutch online casino market opened on 1 October 2021, regulated by the Kansspelautoriteit (KSA). It's a genuinely licensed, open market — but the KSA runs one of the strictest advertising regimes in Europe, and further tightening is already on the way.

Licensing

KSA-licensed operators only

Licensed operators must hold a KSA licence issued under the Remote Gambling Act, with the first five-year licences (issued 2021) coming up for renewal from October 2026 under a tightened framework that now requires operators to file a formal exit plan alongside their renewal application.

Advertising rules

Untargeted ads are already banned — more is coming

Untargeted online gambling advertising has been banned in the Netherlands since 1 July 2023. The government has since proposed going further: a complete ban on gambling advertising and bonuses (including sign-up free bets), alongside raising the minimum gambling age to 21 — legislation the KSA expects to take effect around Q1 2027. The direction of travel is consistently toward less marketing, not more.

Self-exclusion

CRUKS

CRUKS (Centraal Register Uitsluiting Kansspelen) is the Dutch national self-exclusion register. Every KSA-licensed operator must check it before allowing play, and registration blocks access across the entire licensed market at once.
